Matthew Haupt, P.E., CEM, CPP
Matthew Haupt, P.E., CEM, CPP, is an energy and engineering executive with more than 30 years of experience in design, construction, facilities engineering, and installation energy security. His experience spans vertical, horizontal, and utility construction, as well as the development of policies, programs, and energy security requirements supporting complex infrastructure and large-scale energy portfolios.
Mr. Haupt previously served as Energy Director within the Public Works Directorate at Naval Facilities Engineering Systems Command (NAVFAC) Headquarters in Washington, D.C., where he supported energy security strategy and deployment for Department of the Navy installations worldwide. In this role, he developed and implemented solutions focused on strengthening energy resilience and supporting reliable infrastructure across Navy and Marine Corps installations in the United States and abroad. His work also included collaboration with academia, private industry, and government organizations.
A retired U.S. Navy Civil Engineer Corps officer with more than 25 years of service, Mr. Haupt's career includes global operations and combat tours in Iraq and Afghanistan. He later applied this operational experience to the management and oversight of more than $2.5 billion in infrastructure improvements across Department of the Navy shore facilities.
Mr. Haupt currently serves as President of All Threats Considered, where he applies his experience in power generation, distribution, energy resilience, and infrastructure security to support clients and organizations in developing reliable, secure, and resilient energy systems.
Mr. Haupt is a graduate of the Naval War College and holds a Master of Science in Environmental Engineering from the University of South Florida and a Bachelor of Science in Ocean Engineering from Florida Atlantic University. He is a licensed Professional Engineer (P.E.) in civil engineering and holds the Certified Energy Manager (CEM) and Certified Protection Professional (CPP) credentials.
